They are great, but do consume a fair bit of electricity.

The material (rust, scale and paint in this case) is actually being evaporated by the laser. Process is called thermal ablation, iirc.
A 10W thermal laser is capable of fairly dramatic action, but this one appears to being modulated laterally, rather than 'spot' - hence the much higher power.
I am really surprised the device is available in a hand-held version, (a) because dispersion/distance/feed needs to be controlled, and (b) it is obviously a totally lethal device.
Hopefully, certain regimes and agencies do not know about this, but suspect they certainly do.
