I beleve, but could be wrong, that these were fitted to 1990 cars only?

Or would they have been in all cars since?

This is where I'm being a bit cheeky.
Probably you are correct, they should only be in 1990 cars. But the model did win car of the year, so I think owners discretion if they want one or not and to celebrate its success....23 years later!
Anyway, the COTY comity have put a museum display of all the cars that have won it, and they put a mk2 on display not a mk1 which technically won it. So if they can't get it right, I take the opinion any XM can have one!!!

On the Intelectual Property front any free item given out as publicity cannot be protected.

In practice the XM documentation was the last Citroen ones with no protection notice.
All subsequent workshop manuals carry the standard PSA "though shalt not copy a single word" notice.
"Reproduction ou traduction meme partielles, interdites sans l'autorisation ecrit de la S.A. des AUTOMOBILES PEUGEOT".
