I guess you were in a car park spinning round from lock to lock, if so In my experience that's normal. At dead centre the amount of assistance is reduced, which makes it feel heavy for a while when turning from lock to lock.
If your car is a sinker, with single pump and FDV, it's also possible the steering assistance can be affected when the suspension is rising when first started.
iirc, I've only noticed both symptoms shortly after initial start, so it's probably the suspension drawing fluid, thus leaving the steering short of assistance for a couple of seconds.

...and what happens when idling and driving, when you turn the steering wheel, you normally feel that the power steering is helping, as soon as I turn the steering wheel quickly, it becomes much harder to steer.
I also saw that when it is raised in the highest position, if the car is turned off, it will not go down to the lowest position, if I move the lever to the lowest position, only when I turn it on, then it sounds as if a valve squeaks and leaks oil, and then the car goes down to end, there is probably a problem with the antisink valve.

Your car obviously has anti-sink, with the later split pump...low pressure/high flow, for power steering, high pressure/low flow, for suspension and brakes.
It's possible the power steering side of the pump is unable to keep up with demand, though without driving the car I wouldn't like to say if this is the issue.
The pressure regulator is built into the pump.
It would be worth checking the suction pipe from the reservoir isn't admitting any air, as that causes the pressure to deplete, so assistance is lost. Power steering is always the first system to show any issue as the flow rate is much greater than the high pressure system.
As far as the anti-sink function, that's how it's supposed to work: the car cannot lower without the engine running.
I would be wary of looking for problems and would perform all works to make it driveable, then drive it and see how it performs in use.

...thanks for the information, I didn't know this, that it can't go down if the engine is not running, it means that the antisync is working well. 
I'm planning to put 16" rims, I'm just not sure which tires to put 205-55 or 205-60

205/55-16 will have the same circumferance as the original 195/65-15.
My advice is to stick with the 15" wheels. The ride will remain nicely cushioned and as your car doesn't have Hydractive, handling isn't really what it is designed for.
If you want sports car handling, buy an Xm with Hydractive.

I planned for the 15" to be the winter set of his steel rims, and the 16" aluminum rims to be the summer set of tires.
I don't think that much will be lost in terms of comfort with 16", on the rayon forums I see that they also put 17", it is still a very big rim.
..yes there was a little oil leak on the thicker pipe, but I repaired it, for now there is no oil leaking anywhere on the pump.

Larger wheels are always detrimental to ride quality, handling and performance.
Wheels are rotating mass, so have a greater effect than their dead weight mass, due to the additional kinetic energy.
When increasing wheel size one is replacing the rubber tyre which is filled with air, with metal, so adding more mass closer to the circumferance, thus the additional kinetic energy increases even more.
It doesn't matter whether the wheels are made of steel, or aluminium, either weighs more than the air in the tyre, which it has replaced.
A larger, heavier, wheel is unable to change direction as quickly, so both the suspension and steering are more compromised, in addition the rotating mass takes more torque to accelerate it to speed, so the vehicle is slower.
You will really notice that with the low power atmo-diesel.
Also the brakes need to be more powerful to dissipate the additional energy stored in the wheels, but then you have just added even more rotating mass...
Think of how a gyroscope works, the greater the mass the more energy is required to make it change state, either speed, or direction.
Fit wheels that just clear the brakes and axle components and are no larger, the lighter the better.

Today I replaced the rear boards and tiles, I also changed the front right side, the brakes, the lower ball of the gear, and the rear selenium block, the front selenium blocks are good and I did not change them.
..that problem was in the tiles, these old tiles are larger than the new ones.

I don't know if I should have returned these coasters on the new tiles, I didn't get them with the new ones, and they were on the old tiles, what are they for?
