Given the rarity of 24V PRV cars in good condition, and the value of such cars in Europe, I think that the asking price is not completely crazy, until you take into account that this car can't be started. That would in my mind halve its value.
It is a pity that the car is not with someone who can correctly diagnose the starting issue. The problem is nothing to do with the battery going flat, it is probable that either the wiring or ECU have been damaged during the work on the car.

I think it looks a really nice car and I'd encourage the owner to reconsider his original plan, keep it and import it to California. It's big enough and powerful enough to be one hell of a good car there, and the steering wheel is on the correct side. Having brought one in from Germany a few years ago and spent lots of time fixing it up, I think what us lot should do is give the owner some advice about getting it started. Once it runs it'll be more saleable or easier to ship to a port.
So, trying to be constructive here and working from memory when trying to get the 24V S1 I had started for the first time, what's the advice on getting it running assuming the ignition code is known....
Fully charge battery
Clean rotor and terminals inside distributor cap
Check plugs are clean and gapped correctly
Check all electrical connections
Reset button for alarm under bonnet?
Switch ignition on, put in the code and crank
Maybe I've forgotten something?

i think more information may be needed about what happened first and why it no longer runs, could just be back contacts on the engine relays on the front of the ECU box. The code must be known as it was running before.
Personally i would follow through and import it still.

Starting issues...
Firstly S1 have no start inertia switchs..
Second s1 dont have alarms untill 1994.. they only had keypad immobilisers..
Red and green lights on the key pad dont mean dead ecu or keypad it means NO COMMS between the two.. this can be and from personal experiance a harness problem and knowing PSAs wiring copper quaility if hedge my bets on this being the issue.. connection under the lhm tank.. dodgy relays and connections to the bank of relays on frront of the ecu box are the most common issues ive found and had with mine..

I have just gone back over the two posts for this car.
Few of the detailed questions about work sequences or test results have been answered.
As I understand it the car is at a Citroen dealers following repair.
If this is so it is their responsibility to get it started.
The Citroen instructions state that for this type of V6 they MUST reset the immobiliser to code 0000 before working on the car.
This code setting isolates the immobiliser to avoid the risk of code lock up caused by the work.
(Note that this 0000 isolation option was removed from later XM's).
