If it leaks on lowering it is likely to be the return pipe corroded through.

yeah had another look today.
Definitely a steel pipe which is right between axle and tank!
Seem like it runs all the way from front of car...
Any advice on what to do? Do Citroen still sell those pipes? Can you make them up yourself?
Will tank and/or axle have to be dropped?

The rear subframe will have to be lowered on the n/s.
If it is a low pressure return pipe, sleaving with a rubber pipe will suffice, otherwise get some pipe made up by Pleaides.

2 x steel pipes corroded above axle, repaired by FRONTLINES GARAGE in chesterfield £220. recommended!

Small update
Pulled dash out etc, repaired all knackered dash bulbs, fitted a new ribbon for main display (still 1 line of dim pixels but 100x better!) and fixed (hopefully) the issue of when steering (intermittently) the radio volume would drop.
Bad news got a off side sill rust issue...

A lot of XMs have rust so you're not alone
