Try playing with the last 3 digits of the Bosch p/no. I have seen 0280140 182 and 0280140 186.
I suspect the connector, or fitting bracket will be the difference, as they are just simple solenoid valves, all for Le2-Jetronic system.
The Bosch number 0280140 182 was fitted to all Peugeots and Citroens that used the1.9 litre engine Le2-Jetronic system.
The supplementary air valve is only meant to be open during cold start, but unless it has an internal temperature controlled inlet I can't see how it functions, as it has +12v supplied whenever the ignition is switched on.
See if the coil has continuity, if so, I suspect the valve inside is jammed. Maybe applying some heat might free it off, if all else fails open the case and investigate.
I wonder if it has a temperature controlled air bleed and the solenoid is to ensure the engine cuts as soon as the power is switched off, to prevent engine run on. Is it receiving +12v power and a good Gnd?

I've done some research and found these are essentially mechanical devices which use a bi-metallic spring/capsule to open/close an air passage to allow fast idle for cold starts.
The electrical connection is a heating element to heat the spring when the engine is running, so check the heating element has continuity and works.
There are three versions, all similar, but Bosch no longer make them, however there are diaphragm repair kits available from
https://www.missingparts.de/products/ko ... -version-3, or their ebay shop
https://www.ebay.co.uk/itm/Repair-Set-f ... olid=20006
There are no heating element repair kits.

I ordered that, but while I am waiting for it to get here my shop is trying a few different VW parts that he suspects might work. I'll report back if any are a working replacement.

Rebuild kit does not work as the part appears dead electronically.
I would pay handomely anyone who could source me a working one, new or used.

I thought bump_drft has sourced a supplementary air valve, there are only three versions for all Bosch L-jetronic systems, any would probably work, though He currently has a dead engine, needing some work to resuscitate it.
The later idle control valve is different both physically and operationally.

Thank you, that appears different from the one I have.
We are currently trying to pull the engine on my 2.0. Some very smart friends are aiding my idiot self in making this happen.
